基于2010 — 2019年甘肃省粮食生产数据，应用统计分析法，从粮食生产总量、品种结构、区域生产能力等方面分析甘肃省粮食生产形势。从耕地和水资源、生态环境、自然灾害、技术储备、比较经济效益等方面分析粮食生产条件，研究新时期甘肃省粮食绿色高质量发展面临的挑战和问题。提出“藏地于地”，稳定粮食播种面积；“藏地于技”，寻求粮食生产技术的突破和提升；优化粮食区域及品种布局，增加优质绿色食物有效供给；强化行政推动及财政支持；提升宏观调控能力，重视粮食应急保障体系建设等新时期甘肃省粮食发展的对策。
